Devas and Oxyfoxy are twisting one word in a rule to their liking so that a legal base can be removed.

Ill speak to devas however we have talked to Oxy about it and this is currently not against the rules.

The base is allowed by the rules. Prop block does not apply here, as it regards the inside structures and bases, not the structures and bases themselves.

None of the other rules intrude on this either. It doesn't block road access, as this is the pavement, so you are allowed to build a base there.
