Ok so i know ur not meant to mention someone who is banned on forums in a post. but if you call them a nickname or something that they aren't called on the forums in a post. Will you still be banned? He means if he was to give them a nickname instead of using their "real name" if it was allowed then, but you would still be referencing to the TOU-breaking player so... I might have not come out very clear

As long as you are discussing the "User", regardless of his name, you are breaking the TOU.
