★[CLARIFICATION] Raiding counts as engaging in combat, therefore cops don't have to attempt arrest first.

So if we are raiding a nuke and somebody is in the base and is wanted, can we shoot them instead of having to arrest them? Or is it if a thief is raiding a base we can kill them?

You can just straight up kill anyone that is raiding or basing without attempting to arrest.
