things that i've seen happen:

Lockpicking a base > Base owner puts op "Building" sign after a person started picklocking and then proceeds to make a screenshot and report that person.

what im saying is, this is an easy way to frame people and he might have been just standing there with a lockpick, just looking at a door with a lockpick doesnt mean he is lockpicking it, i'd say these 2 screenshots prove nothing and you will need video proof of him actualy picklocking the door
