Suggestion Title: Add Refund Requests to lead team meetings.

How would it benefit the server: Refund requests wouldnt take weeks to handle and the lead team could vote on it.

Potential Issues/Exploits: Possible not needed refunds.

Why would we need to vote on this?

Nah the owners are the ones with the power to validate a refund request, this would actually slow the stuff down.
