All SSRP Servers (I think this can also be implemented on DR, BHOP, & TTT)

Suggestion Title
Add Reasons To Jails

How would it benefit the server
This would help the staff a lot, they would know why someone was jailed, no one ever remmebers the reason when he is asked.
