TOPIC: Job Votes (The Good)

Just wondering why a vote needs to be created in order to become some of "The Good" Job's like Police and S.W.A.T what does this deter or achieve? Considering there is pretty much always staff minges aren't really an issue with these jobs.

(Had to wait around 40 mins of trying to become a police for my daily quest today, not too bothered but thought I'd make a post).
