TOPIC: Question

So I was watching some videos in gmod and I saw that you can get this text down the bottom of your screen when someone dies saying "Beep-Beep-Beeeep User Fatality" was just wondering if it's a console command or an addon because it seems useful

It's an option in the GMod options. I think it's under sound or something.
