I'm not sure how this is a rulebreak? From your story you were refueling your car and they stole your car. Was this a carjack that happened? We're going to need more information on this before it's handled. Also please use the report abuse template, i've also moved this into the correct section for you.

i see people steal cars all the time while people are putting fuel in it and some were even admins stealing them so that is bs because an occupied car is when someone is IN the car not when they are outside the car because he can claim to be putting in fuel but really he was just standing there looking at the car

Even though the player was interacting with his car by fueling it up. The car is only occupied if some one is sitting inside the car.
