How would it benefit the server: It would get people with no visas to buy vip

Additional notes: it will help the server because alot of people doesn't have visa/mastercard etc etc

Accepting money through phones. Now in this day and age 4 year olds run around with Iphone 6's. I know that paying through phone just adds on to your bill. That would end terribly if you are young and/or unresponsible

No, if you just can't buy vip or your parents won't allow you, just get someone else to buy it for you, i'm sure there's someone out there who is selling vip, there is no need really in adding this system.

even if there is an age confirmation people can still easily lie about their age, even though you don't need it.

VIP is easily obtainable.
There is usually somebody selling VIP, and with a decent amount of SSRP cash or items you can get it.
I got it for as low as approx. 20mil, but price differs from seller to seller.
I know it may not be easy to gather 30-50mil as a non-VIP, but that only shows your dedication towards the server, even though you can't really buy it yourself.

Mobile payments are highly unnecessary.
Even though you said it's their own responsibility when it comes to the phone bill, there would still be, let's say, unhappy parents and so on, which could be avoided in the first place.
