Suggestion Title: "Bank Sitting"

How would it benefit the server: Stops People Earning Loads While They are AFK

Potential Issues/Exploits: could counteract with defibs

Additional notes : Its something I have been seeing lately
Its where someone kills themselves in the bank and stays there afk, so when someone raids the bank and completes it he gets a cut...
There really should be a rule against this as it makes the bank raids longer and makes you earn less.
Its also unfair as they don't have to pay anything but earn loads.
