Someone new joins the server, explain how you would show them how to Surf for the first time:
I would offer to have said first timer watch me surf, show them routes. I would give tips like, having raw input enabled for consistency with mouse movement or help with setting up turn binds for spiral parts of more difficult maps when said first timer eventually has to use them.

Explain what you would do if someone was Text/Mic Spamming:
if in the event someone was spamming I would monitor them closely monitor them to confirm, give warnings or even a temp mute when its bad,

Explain how you would deal with someone using an exploit on the server:
I would patch said exploit with either using zones or replacing the map with the exploit with a "fix" version of said map. I would also remove any time that uses an exploit. for any recurrence of exploits by the same person may result in a ban

I think I should be chosen because I am an avid source game player with a deep understanding of surf mechanics and community dynamics.
