Suggestion Title: enable owning nexus

How would it benefit the server: since owning the apartment inside allows you to KOS outside the apartment, you may as well own the building

Since people should not be able to build dupes/defend from downstairs/outside the building, we can't allow the owning of the Utopia Towers building, however as with in the past with elevator bases on both Evocity and Rockford, as long as you own all doors on the floor, you can KOS people on that floor.
