Suggestion Title: Remove Player Requirements for Content

How would it benefit the server: Currently a lot of the most rewarding content requires player counts that aren't really feasible unless an update has recently come out. Removing player requirements for things such as Nukes and casino raids, etc. would increase player activity for those playing now and encourage other players to come on and help or raid said activities.

Hi Morgan, Removing player requirements for certain aspects of gameplay would make it far too easy to gain expensive items such as Supercharged Uranium and cases with little to no risk. Whilst we would be open to potentially reducing certain player requirements, removing them completely is not something that we can viably do without causing issues.
