Suggestion Title: Gang Cool Down

How would it benefit the server:
Now we all know the current situation with gang hopping and the amount of people on the server all doing nukes and what not. I believe if a member leaves a gang they have to wait a grace peroid of 1 day to join another gang. Plus, it makes gangs more fun and loyal members.
