TOPIC: [SSRP Suggestion] Add Impersonating users rule.

Suggestion Title: Impersonating users new rule.

How would it benefit the server: Less people reporting other people for impersonating them and then it getting instantly closed even though the other user is in the wrong because he's loopholing the rule. Other user can finally be rightfully punished!.

Potential Issues/Exploits: None.

Additional notes: no

This was brought up in last weeks meeting. It will not be changed due to making it near impossible to punish users that use common names such as "John" etc.
