TOPIC: [SSRP] Fixing mutant rules

Suggestion Title:

How would it benefit the server: New players don't really understand the current rules with the mutant job and so they go around kosing everyone. With the rules being updated to the correct format and formatting the rules would be clear and easily understood by players.

What I think would be the correct Rules:

Raid/Mug: Mutant can raid hobos. No mugging.
Print: No.
- Can build outdoors/above ground. No basing inside buildings.
- Can use keypads.
- Can only use melee weapons (Including non-explosive throwables).
- NLR and Raid Timer does not apply to the Crack House & Warehouse districts but still applies to all other districts.
- Mutants shouldn't kill each other.
- Mutants and Hobo are at war and can kill each other anywhere on the map. (Don't Spawn camp)
- Mutants can NOT wear ANY outfits or suits.
- Mutants can not kill in Government buildings.
- Mutants can not kill anyone in the mines.
- Mutants can KOS people who attack them first or anyone who is in the Crack House & Warehouse districts.
- Mutants can be KOSed anywhere except for their spawn unless they attack you first in their spawn district.

We already know about this, I reported it to Xnator and he said the f4 menu hasn't been updated in a while.

This will most likely get fixed in the next update, I’ll be sure it mention it to Chute/Xnator
