Suggestion Title: Max Extension RTV Cooldown Timer

How would it benefit the server: Currently on the server ther eis a wait period before users are able to rtv a map after its changed to it. This is a good system as it lets players who voted for a map time able to complete it. However, when a shoutvote starts players have the option to extend the map - and if it goes through players can immediately RTV the map again pretty much nullifying the extension. A cooldown timer on RTV should be implemented if a map is extended to ensure players votes count.

Yeah the last time I brought this up during a meeting they said it was already a thing and would not listen to when I said it wasn't
