Reason - (What rules did the person break?) FDA, NLR, Propblock (because of lack of building sign)
Story - (What happened?) I basically raided this guy and he was clearly building but since there was no building sign I decided to continue raid. I tried to mug him but he clearly refused so I killed him. When I was getting out he was waiting outside to kill me. He FDAed and died. After this he NLRed.

You forgot to mention he was basing as a hitman.
