Because messaging people that are offline on Steam is not something that's possible. It's still not his fault that he tried to resign when he still thought he was staff, and making fun of him because of that is absolutely stupid. And to think you were the one complaining the TTT staff team was immature and unfriendly.

You can message offline people on steam. He had knowledge that there was a good chance of him getting demoted this week and gives us less than a day to contact him. He tried to resign before giving us time that's what happened.
