there was no rule stating you did not need a kos sign.
this means:
owning 1 house gives you the property behind the doors of said house.
owning 2 houses gives you the property behind the doors of the 2 houses.
owning all the houses in a district gives you the property behind all the doors of the houses in that district.
it did not randomly fucking change to owning anything in a district beside the property behind the doors of your house
