Good idea I like it a lot, I think it be successful once it's finish, but only con is, who will run the server and develope. and also it will cost more for ZARP to run another server.

Separately, , coding a custom game mode from scratch takes A LOT of time, the cheapest I've seen a coder offer to code a custom game mode for a server has been $500 and there's a good reason for that, obviously though since it seems to be an adaptation of DarkRP it would take less time but still it would be a lot. On top of this you are asking for a custom map and what looks like quite a few custom sweps which would also need custom models (and those sweps aren't very basic either).

Overall it's a TON of effort needed while Chute and EMP are already busy with other servers too and to be frank the idea doesn't seem like it would take off in the Garry's Mod community, maybe try to look at the top gamemodes and adapt your suggestion to be more similar to those but still different.
