"Never force something, encourage them to do it through mechanics"
Basically, always use the mechanics of the game to encourage players to do what you want them to do.
This means less staff time being consumed. The same could also be done for things like RDM and such.
If Zarp was properly re-designed you could reduce the amount of RDM. A lot of RDM is people joining and just going ham.
If weapons prices go up, and they are given a mentor to teach them. Before they can get a weapon they will become more invested and less likely to break rules.
If zarp started to take this approach gameplay and rules could be more organic and would require people to less rely on the F1 system. Which usually leaves the player with a negative experience.
