It's a DarkRP suggestion. You said that it would be suitable for PERP, and then it seemed like you were proceeding to explain why it wasn't appropriate for DarkRP.

I also was only disagreeing with the fact that you said it would be suitable for PERP, too: it's never going to be proportionate for that sort of roleplay.
