Suggestion Title:

How would it benefit the server:

Changing NPC Placements to more sensical and accessible locations would allow new and old players alike an easier time finding the NPC's
Adding a button in the F4 Menu that brings up a high resolution image of the server map would allow an easier time navigating the map, and would allow you to see it at any time rather than going to the few locations around the map to find one.

Potential Issues/Exploits:
None.

Additional notes:

Adding additional "General Store NPCs" to the various gas stations around the map would allow for easier purchasing and selling to these NPC's rather than just the one within the recreational district.
Moving the "Chop Shop" Car scrapper NPC To the junkyard would make more sense than a random warehouse within the recreational district.
Adding various drug dealer NPC's around the large map would allow more distributed basing for players that wish to be further out of the city.
Adding a new button or tab within the F4 menu that brings up a high quality, large image of the already in use SSRP Map would allow for easier access for new players struggling with finding the images around the map.
