Suggestion Title: make it so u cant 1 tap the pd raid van

How would it benefit the server: it would make contested pd raids possible

Potential Issues/Exploits: none

Additional notes: u spend like 15 minutes raiding the pd then u get ur van 1 tapped by a mini2

Make it so it can't be destroyed at all but you can kick drivers out by dealing a certain amount maybe

we spent several minutes fighting you just to shoot your van once with a mini2. Easy

Cars should just get more health, why should a single round of mini2 destroy a car ?

I'll think of something to make the van less fragile in the next update. Thanks for the suggestion!
