Basically, Happy wants to add a rule that says any kind of scamming is not allowed (not just scamming for VIP).

it would prevent that people getting scammed for like say new person that has idk 20k points someone saying he is selling Halloween skeleton skin but instead of giving the Halloween one he gives the normal one. (but again u gotta be pretty bad to get scammed like that) than it wouldn't prevent this from happening but it would make it punishable
