Can’t remeber to well so Emp or Chute would have to confirm but I believe it was removed because with all the props and then having 90 players on it was causing network lag? It was something like that but yeah there was a reason for it but maybe something that could be fixed now?
Yeah that was said I remember, the same was said for VIP tags on other players but that's now in the game so what gives?

Lag shouldn't be a problem.
When you understand networking please take another look at it.
I am not 100% sure why it was removed internally but then again I don't know what was causing the lag and now that's fixed.
Chute has said it removed for lag and it will probably not be coming back.

If it's an issue with lag, then it should stay that way. Let me give you a suggestion to fix the warranting issue:
Just add a command like /warrant @ which targets the prop owner of the prop you are looking at. Or /warrantprop. I think it shouldn't be hard to do (It would first execute the owner-check command, save the value of who owns it and enters it in /warrant)
Other than that seeing as Moderators are able to check who owns a prop I find it unnecessary, although I don't believe it makes it easier to target people in a raid. I have been a DarkRP Lead Team on another server for almost 12 months and we had the prop check command available for all (we didn't have the lag issue), and there was no such problem from what I saw.
ZARP has a whole different networking functions ect ect.
I don't even think they use base net commands and it will goes through a parser so it may have been causing issues
