I'm not sure I think you do a good job but other admins have a better chance to get this position.

Im talking with him almost everyday, and
He does allot more f1s than most staff members.
He is active in the meetings.
He does allot more apeals than most staff members.
I dont see any problem?

There is a one big but, he hasn't been an admin for long and I think he should gain more experience before the promotion.
I won't go into details but you should have insane amount of knowledge about how SSRP works and it's policies, in my opinion he's not ready just yet..
and the fact that he's talking to you on a daily basis does not show anything; and yes there are definitely better candidates.
