That's how it normally works, in some cases it may be a demote without official warning, depending on the offence and how serve it may be.

Chicken Larry and Scary Chicken were raiding a base in the district when Scary decided to RDM xxmasterxx before Chicken Larry arrived. Chicken Larry thought you were counter raiding so he shot back at you. He later knew what happened and warned Scary Chicken for the RDM and I did check the rapsheet and can confirm that. Sorry for the late response I totally forgot about this; thank you for your report!
