You cannot buy the pd

So then there's no rule that states that you can't obstruct NPCs? Because that's the only rule that mentions them.

Alright I got Confused about the rule itself but I am still not happy about What the rule states at the moment because if you raid it it means users cannot go to the NPC because they get killed anyways if they go in and the rule states that they need to walk afterwards. And not to forget How are you gonna know when Someone wants to use it? This is only causing mistakes in my opinion. Anyways i will go ahead and accept this.
