Assuming you were the officer who died in his suit in the video, didn't you obviously break NLR ? It's more than often that users who break NLR get killed by the users who wouldn't like to see another user break NLR.
He DID rulebreak, but so in an answer to you. I don't see why he would be punished for it, a talking to would suffice. Many people take "law into their own hands" regarding this matter.

By the way Dankek may I add it was only a few of us who're good friends who were breaking nlr to kill each other as a joke, Lucious was not apart of the group so he had no reason to get involved due to us affecting no ones rp.
There is no excuse for his actions. Think about this, he never attempted to shoot Rhys for the entirety of however long he broke nlr and the one time he equips a suit, Lucious pulls out a gluon of all weapons...

Obviously broke NLR going by the evidence , also you can see that his friends are also RDMing at spawn which just tells me that there was all sorts of shit happening there and then just because of an attempt to rip a suit you get salty and report him? sad.
