These were two very different situations, they're not comparable.

They are. The only reason I had hacks on was to kill the people at spawn mass rdming.
He abused his powers, affected actual players that want to play the game.
I never used my hack to an advantage.

A flood zarp server would be nice, I like flood and I think something like ZARP could create a stable one. About the variation issue, I think it can have many things, like events as you said.
