It's not scorpions fault that Serbia, Bosnia and such are poor countries. It's not the fault of any citizen. War made it happen. There is no big education in these countries, there is some but they do not have the luck our countries have.

It all depends on your opinion and perspective of them, statistics of course would overrule this but nontheless you still have see it from other people's perception of things and learn to understand them before you can truly judge them.
