The meta keeps changing so every champion is viable by time.
Plus in SoloQ you can win with every champion If you're good with him.
I own all champions, haven't bought a single one with real money.
Of course you can win with every champion if you're good enough and the team are bad enough. It's the same an any MoBA. But having to play from a pool of 15 heros at a time at high-level because that's what the meta dictates isn't fun at all.
You may own all of the chimps, but that takes a very LONG time. I read somewhere it would take around a year to unlock them all, why would you waste all that time unlocking champions for a less interesting, simpler version of DoTA 2 built on a spaghetti engine that has extremely limited capabilities, barely and custom games (see reborn) and other pay to win / grind to win mechanics such as runes?
The grind shouldn't be about unlocking chimps, it should be about getting better and enjoyinge very game you play because every game should be different from one another.
And if you're good at a hero, prepare to buckle down and get grinding for it if it's not on free week! Or reach into your wallet and throw some money at your screen to play as a hero that you could probably find an adequate substitute for in DoTA 2...
