If you are going to pick and choose who can and can’t win any giveaways you do you shouldn’t be doing them at all. Sinz won so sinz should be given the reward. Sinz you should probably stop constantly messaging people when you win a giveaway, it gets extremely annoying and there’s no need for it. I'm fairly certain Sinz has the ability to read. He knew full well he wouldn't be getting the prize if he entered the giveaway. It's a running joke throughout the community that people always blacklist/exclude sinz in some way from their giveaways as he receives enought free shit in game. No matter how "scummy" you think it is, it clearly stated in the giveaway rules that sinz could not win, either the terms are met and bunny waits for terry, or the giveaway is void and no one wins.
