I don't think it'll take that long to release. Bethesda has a history of announcing things and then releasing them on the same year or the year after. Happened with both Skyrim and Fallout 4, as well as their other titles like Wolfenstein, Dishonoured, etc.
As for what the title would be - I imagine they'll have to do a lot to trump Skyrim. They've already done Cyrodiil, Somerset, Skyrim, Hammerfell, High Rock, and Morrowind. Unless they plan on making one where you travel between lands, or one where we go back to a place the game has already been set in - their only options are Orsinium (Orc land), Elsweyr (Khajiit), or Greymarsh (Argonian land).
I mean TESVI was pretty much already confirmed and this is only a teaser. Sure Bethesda is known the drop the games within the year but for example, Fallout76 which is releasing within a year got a full-on trailer showing of the new mechanics (building, multiplayer, etc.) they also included real gameplay. On this teaser, all you can see is part of the map which doesn't even indicate where it could be set in. You see mountains (which isn't specific to any region) a very fucking big crater (which doesn't help either) and some ruins, however, they aren't dwemmer ruins so that doesn't help either.
