The institute wasn't founded until 2110 and this game looks like it is set in 2102 plus didn't they stay secret for like 100 years as well? And for the new factions there wouldn't be any huge factions in my opinion due to the fact that the vault dwellers would be the best equipped and if you look it up, factions took a long time to form but we will 99% see Raider Factions and small settlements like Shady Sands in fallout 1 that turned into the NCR as we know from Fallout 2 and New Vegas, one thing we may see though is groups of Virginia Super Mutants and Ghouls.

I don't want it to be like Fallout 3 Where you basically have one ending. One where you are good. Other you do one thing at the end.
Because this is relatively early after the nuclear war , there most likely be no major factions as they didnt forn untill much later into the nuclear wasteland
This will probably put more emphasis on actual survival , dince the radiation should be alot more active than in later fallouts .
This game may even be focused in an Underground game ,like Metro 2033

Lets just hope they learned from Fallout 4 and not make a Fallout 4 2.0
Apparently there are rumours that say it's not going to be an RPG but an online game or something like Fallout Shelter
The Enclave could make an appearance as we have not seen them since F3
Probably won't happen as the Enclave didn't make an appearance until Fallout 2 and the lore says that they sat quietly for years and years in their Oil Rig.
