Not really a rulebreak imo. He just bought the doors after people "left" the server. I see no issues. Ofc it's very annoying when you base and that happens, but still not a rulebreak in my opinion. I don't see any rules against that and really he owned the doors so is allowed to do what he wants with the base, the people in the base did not comply so he reported them I don't really see what he did wrong. Sure its a dick move but its not breaking the rules so he shouldn't be punished just because he is disliked.

He purchased the doors = he purchased the property. There's no rule about "You can't claim a base that isn't yours" what I can see. And it was his property since he claimed the doors and the property.

He bought the doors with the very obvious intention of causing trouble and being an obnoxious little shit, it doesn't take a brain to realize that, he placed an RP House sign and started calling out the people inside for "breaking rules"

You can handle this from a very technical point of view, where you abide by the rules only, or you can handle it from the common sense view, which should be the way to go in my opinion.

Dick or not rules state that the owner of the doors is the actual owner of the base. He can not be punished for something that is not written in the rules. Even though its really annoying thats how things are sometimes.

4.15 Purchasing/Claiming Properties & Areas

Edit: About the RP House Sign. As its his base its his responsibility for it to not break any rules. Placing an RP house sign in a base that he knows has printers inside clearly breaks the server rules and as the owner of the building he is the one to be accountable for it.
