TOPIC: Holster Abuse

My only question is what of the following situations fall into holster abuse:
Situation 1:
Person X starts raiding an unoccupied building (from the looks of it) but spots player 1 in the distance. He uses his bind to equip psg1 and kills player 1 with a headshot. Afterwards, he holsters the psg1 and pulls out SVU with another bind, and kills player 2 (with the SVU) who is hiding in the corner waiting to ambush player X.
Did player X holster abuse at any time during this raid?

Situation 2:
Player X starts raiding a building that clearly has multiple people inside. He makes an entrance while having psg1 equipped, then he empties his whole magazine on player 1 who then dies. He holsters psg1 then equips SVU and empties his magazine on player 2 who was right beside the corner who then dies. Then, he holsters SVU and reequips PSG (which has a full magazine now) to kill player 3 who didn't have a weapon to defend himself.
Did player X holster abuse at any time during this raid?

By my knowledge first one isn't exploiting second one is exploiting. (I might be wrong)

The thing is, the second one has well passed the timer of the reloading (which is ~5sec but the player had SVU equipped in the meanwhile).

first one isn't as you barely used any of the clip, second one is because you holstered the PSG with no ammo to regain it all while using the svu

When you reload it's like you CC yourself, so having it holstered until the reload timer has passed seems to be far more effective than performing an actual reload, as you'll be able to shoot while waiting out the reload timer.
