How can you enforce this? Makes no sense because you do not know who puts money in.

Surely that’s just like saying because some hacks are undetectable and people cannot be punished for them on zarp, there shouldn’t be a rule against hacking?

People that are hacking get caught on a daily basis in ZARP. The fact that you thought this was a relevant comparison is funny. There is no way in-game that you can see who donated what and thus meaning that this is never enforceable. Hacking on the other hand we have many in-game measures and some outside that allow us to catch them.
