Can you coup/overthrow the Mayor if they are deemed ineffective for example if there is alot of death going on and the Mayor isnt doing anything about it could the Police overthrow the Mayor. You would need to before hand ask a member of staff if you could then they could deem it reasonable and not unjust. As all most Mayors do is sit around and do lottery but the job could be done so much Better.
