TOPIC: The Power of the Mayor

I asked the admin "Dr. Richard" about the powers of a Mayor/De Facto leader.

If someone was to become the Mayor or take control of the Police force would they be able to run it in a "Police State" fashion. Using "Hit squads" and using the broadcast and want feature to make players enemy of the state. For example if a coup happened to overthrow the Mayor could you make it so that the old Mayor is own a kill on sight or something like that. Please also suggest other ideas
