TL:DR: New players won't stay on the server because it's impossible for them to make money.
Honestly, there isn't much the owners can do about it at this point because if they remove explosives and suits so many people will bitch about it, also too many people have paid for boosters for what they have so removing everything isnt really an option. Having a separate vanilla server that doesn't have stupid suits and explosives is the only way of fixing things IMO.

I don't think that will work, what I do think would work however is a completely reworked system of how you can obtain rare items, making them less rare and much much easier to obtain, this will allow new players to get up to speed with older players in a much much shorter amount of time, and would make them want to stay, the problem with ZARP is it's extremely grindy for new, players, but not so grindy for older players due to them having the end game items that will allow them to better defend their bases.
TL;DR: The rich get richer, and the poor get poorer
