-Step 1 : Do a complete wipe on the server INCLUDING booster packs / vip / ranks ( rich kids crying > more drama > more people attracted )
-Step 2 : Do a bs update to start off the economy again like " THE OMEGA ROYAL DELUXE PREMIUM UPDATE!!§1!&! " with some bs features like quadruple crafting, triple scu for nukes, 5 times store bought printers boosted ( Only VIP tough cuz you gotta get them to buy the VIP rank again )
-Step 3 : Make events on S1 giveaway not only tokens BUT also booster packs for each win.

And voila.
S1 will be full 24/7 because of events and everyone wanting tokens and booster packs. And S2/S3 will be filled by afk miners wanting that sweet quadruple items craft shit.
And on top of that since nobody has booster packs anymore and everybody wants to go back to being an overly rich c*nt able to shove it in everyone's face, you can even slap in an extra step 4 of making some triple booster packs offer with all the cases in the game.
