After talking with Richard about your warning I will be denying this appeal.

The player you arrested was involved in an admin situation (as proven by the handy gif you uploaded). Whether the player was wanted or not, all parties involved are excluded from RP temporarily and should not be arrested/killed/searched etc.

In future, if you are unsure whether or not you can arrest a player as you are unsure if they are involved in an admin situation or not, always ask the staff member present first before arresting them.
