Because he was genuinely sorry about it and he hasn't done it 4 times or however many times you've done it. Also, he doesn't have a reputation for being a minge and being permabanned on SSRP 3 to 5 times.

Hello, I have spoken to Morgan and we have decided to deny this appeal. You say that you're sorry and then end up doing the same actions over and over. This isn't even the second time you've broke the rule 1.8, selling in-game items for out of game items then you lied about it when confronted. You should wait a good long time in my opinion if you wish to appeal your ban again after your previous actions towards other members of the community. I'd highly recommend you appeal your ban again in 4 weeks.
