Honestly I can understand where the confusion is coming from as the rule's definition isn't entirely clear but instead prohibits using NPCs and then a few other niche examples.
Ideally, the rule should be re-worded so that it better suits all RP scenarios, like reaching the cop count for a bank raid (if we were to go with stopping players from doing it). This was never an issue before afaik until the leaderboards came about so really the rule should have been changed ahead of time.
i dont really see it as enough of an issue without the leaderboards to justify disallowing it tbh, there's no longer really any serious incentives to afking as cop as well so idk why that's still being enforced
could understand a temporary rule with the leaderboards being a thing though
either way i dont think bobby shouldve been punished for this considering its not in the rules + the individual accounts breaking rules should receive the punishments for breaking rules if they were afk as cop for prolonged periods (which also isnt in the rules so i dont think that should be enforced either but thats beside the point)
unwritten rules such as these are such a huge deterrence to new players especially when it's something as harmless/unthinkable as afking as cop, which no longer provides benefit past some spare change and a couple of weapons cases
