There are other servers to play on to show your improvements. Additionally, if he is unable to play, he could use the forums as a medium to express his reformation. It's not smart to unban someone after a short period of time when the punishment in question is clearly meant to be a lot harsher than that. We don't know if he's going to attempt something again, hence why we want him to wait longer to understand the magnitude of his punishment.
This isn't something we decide to do because we feel like it, it's a standard for most cases. It would be unfair to treat this case any differently than other people who (attempt to) trade out of the game. And from what I can deduce, they have had to wait longer than Wells, because this is, in fact, one of the worst rule breaks you can commit.
