Spoken to Onion & a few others regarding this, and I've concluded that realistically, we understand that this wasn't a malicious rulebreak and if anything, this was simply a misinterpretation of the rules due to how much of a niche situation this is.

However, keep in mind, you will not be granted any similar chances regarding this rule. If something does not make you automatically wanted and is not listed in the laws posted by the Mayor, you are in no position to arrest them. Keep this in mind for future.
